How To: Convert Foreign Driving License to Malaysian Driving License

Hi guys! We recently converted Hubby's foreign (British) driving license to a Malaysian driving license, so here is a rundown of the whole process. Hopefully this will be of help to you too!

Before your first visit to JPJ

a. Firstly, call JPJ Wangsa Maju (03-4145 0800) and enquire about the documents required to convert your foreign driving license to a Malaysian driving license. The information below is based on an application to convert a British driving license (applicant has a Malaysian spouse visa).

b. Here are the documents you need to bring:

1. Original passport + photocopy of all printed pages

2. Passport photo on a white background

3. Your foreign driving license + a photocopy of both front and back of the driving license

4. Letter from embassy certifying that your driving license is from that country. (Note: for British driving license, you will need to call the DVLA in UK to get a Certificate of Entitlement (D737), which they can send to your Malaysian home address. It will take about 6 weeks to arrive from UK. Please ensure that you bring both the original Certificate of Entitlement and the form D889 attached to the certificate)

5. Visa / photocopy of valid visa blown up to A4 size. (Note: please ensure that your visa has at least 6 months validity)

6. Malaysian Marriage Certificate (since we are applying based on a Social Visit Pass, we need to provide both the local and foreign marriage certificate. Bring both original and photocopies.

7. Original NRIC for spouse + photocopy.

Visiting JPJ office (Visit #1)

a. Once you have all the above documents, visit the JPJ Wangsa Maju office in the morning. There is plenty on-site parking there. Head over to Pintu 1, let the guard know you are applying for conversion of driving license, then queue at Counter 4 for a number. Make sure you have all the above documents ready as they will check before issuing a number.

b. Once your number is called, you will need to speak to another officer, who is in charge of double checking your documents and giving you an appointment date. You must return to JPJ on your appointment date with all the above documents as well as a completed application form (which they will give to you when you are queuing for a number; Form JPJ L1, and Lampiran B-2). We got an appointment date which was 7 weeks away.

On your appointment date (Visit #2)

a. We arrived with all the above documents and queued for a number at Pintu 1 Counter 4 at JPJ Wangsa Maju.

b. Lo and behold, when it was our turn, we were asked for another document which wasn't on the list. Fortunately, hubby had a pdf copy of it on his phone. If you're applying for a conversion based on your spouse visa, then please bring along your passport that is stated on your Malaysian marriage certificate.

c. Once you have submitted the documents, you will be asked to return in the afternoon (after 2pm) to receive an "application slip". You will be advised to check the application online after 30 days to see if it has been approved at this link.

Checking the application status (the waiting game)

a. Click this link, then select "Bukan Warganegara Malaysia". Key in your ID and submit.

b. I actually checked the status everyday and it showed "in process". However, to my surprise, it was approved in less than a month (ours was approved in 3 weeks 4 days.. woohoo!). Once approved, it will show an approve date and expiry date. You will also receive an email notification. The expiry date is the date you have to visit the JPJ office by to complete the process of conversion and collect your Malaysian driving license.

Collecting your Malaysian driving license (Visit #3)

a. Visit JPJ Wangsa Maju office along with your:

1. application slip

2. original passport

3. passport photo on white background

4. Payment of RM140 (can pay via cash or credit card)

b. Queue for a number at Pintu 1 Counter 4, and wait to be called. Once called, it's a simple 2 minute process of handing over the documents and payment. You will be given a payment slip, which you can have to hand over at the printing counter. You will receive your physical Malaysian driving license within 5 minutes.

c. You will get a Probationary Driving License which is valid for 2 years. You will need to display the P sticker on your car during this period on the top left hand corner of your car. After 2 years, you will need to return to JPJ Wangsa Maju to change it to a Competent Driving License (CDL).

Note:

1. The conversion of a foreign driving license can only be carried out at JPJ Wangsa Maju.
2. There are photocopiers at the site if you need to photocopy any documents.

How to Renew LTSVP (Malaysian Spouse Visa) Online

If you are renewing your Social Visit Pass (Spouse to Malaysian Citizen) and need some clarification, you've come to the right place.  You may now renew your pass online on the Jabatan Imigresen Malaysia website.

Please note that you can only use this online renewal service if your current LTSVP is still valid / not expired. If your pass has expired, you will need to visit the Immigration office for assistance.

Based on our experience, here are some useful information and step-by-step instructions to secure a renewal to your LTSVP:

1. Head over to this link to check out the latest documents on what is required for the application.

2. At the time of publishing, these are the documents required. You have to print and fill in a-c on the list before you can proceed with the application online. For c, you will need to visit the Commissioner of Oath to get him/her to verify that your marriage is still valid (we paid RM20 for this to be verified).

a. Borang Imm.55
b. Borang Imm.38
c. Surat Akuan Sumpah oleh suami isteri perkahwinan masih wujud dan kekal
d. Sijil kelahiran anak (jika ada) : Child(ren)'s birth certificate (if applicable)
e. Kad pengenalan suami/ isteri (NRIC for wife/husband)
f. Sijil kahwin (luar negara/ Malaysia) (Marriage certificate overseas/Malaysia)
g. Pasport suami/ isteri (semua muka surat yang bercetak) (Spouse's original passport, photocopy all printed pages)

3. Scan all the above documents using Camscanner app or similar (please ensure file size is below 500KB each, you may need to compress the pdf before you are able to submit). Please keep all the documents in a safe place and bring along when collecting your visa endorsement as you will need to submit them for verification at the Immigration Department.

4. Visit this website - ePLSI. For first time user, you will need to sign up for an account. Select Social Visit Pass (Spouse of Malaysian Citizen), fill in your details and register. If you already have an account, then key in your username/password and log in.

5. Click on Application. Then, click PLS Renewal Application under "New Application".

6. Key in Passport Number and Nationality and press "Search".

7. Your current visa information will appear, click Apply.

8. Check your "Renewal Application Information" details are correct, choose the correct branch to process application. Then proceed to upload the documents as stated in number 2. Please ensure the files are below 500KB each otherwise you will receive an error message.

9.  Once all files are uploaded, click submit. Print the page with reference number.  Your application will be checked by the immigration officer, you will receive an email within 3 days to let you know if your application is successful. You may also check the status of your application on the same website by clicking "Application" followed by the "check" button under Renewal Application Status. Key in your reference number or passport number to check application status.

10. An email will be sent to you once your application has been approved, along with details on how to make payment and the amount, as well as how to make an online appointment on STO to collect your visa endorsement. If you check ePLSI now, the application status would have now changed from "Extension" to "Approve".

11. Click on link in email to make payment. Key in your application number or passport number. Make payment via debit/credit card and print payment receipt. You will need to bring this along with the original passport to get the sticker. (Payment will be RM90 per year)

12. Go to the Sistem Temujanji Online (STO website link), select "Book my appointment', select 'Foreigner (Valid Passport)' and key in your details. Make sure to choose the same branch as you have selected when you made your application.

Choose "Kutipan Passport ePLSI" under Services and choose your desired date and time. (date must be within 30 days of your approval date. We managed to get an appointment the following day after approval) Note: there were plentiful dates available to choose from, Monday -Thursday. An email will be sent to you with your appointment date/time.

13. Date of your appointment (before leaving your home)
a. Please ensure that you have printed out your payment receipt as well as your appointment form.
b. Both husband and wife must be present at the Immigration Department to collect the visa endorsement.
c. Please remember to bring along the original documents (as per item 2) as well as photocopies (just in case it's required).

14. At the immigration department:
a. Join the queue and once it's your turn, let the officer know you have made an application online for ePLSI and wish to collect your visa endorsement. You will be given a number and asked to wait inside.
b. Wait at counter 29-30 (for those applying at Jalan Duta, KL). When your number is called, present your passport along with the payment receipt and appointment form. You will also be asked to present your original documents for verification.
c. You will be asked to wait again while the new visa endorsement is placed in your passport.
Note: The whole process here took us only 30 minutes - very impressed with the efficiency!

15. How far in advance can I apply for the Social Visit Pass via ePLSI?
Not sure what the official answer is for this, but in our case, we applied 2 months in advance of my husband's current visa expiry date. (ie expiring in May 2023, applied in Mar 2023).

In conclusion, I would highly recommend applying for your social visit pass online. We applied on a Monday and received approval on Wednesday and got the visa endorsement in my husband's passport by Thursday morning the same week.

If you have any other questions, please feel free to leave a comment below and I will try to answer them as best as I can.

How To: Renew Your Malaysian Spouse Visa (LTSVP)

If you're a Malaysian citizen looking to extend your spouse's visa (also known as LTSVP - Long Term Social Visit Pass), you've come to the right place. We recently went through the renewal process and would like to share some of our observations/tips to make your renewal process a smooth sailing one. Please note that this is based on our experience during the Covid-19 pandemic at the Ibu Pejabat Imigresen at Jalan Duta and may change now that we are in endemic stage.

For those with a valid (not expired) social visit pass, you may apply online via ePLSI (I've shared the step-by-step instructions here).

Before the visit

You will need to make an appointment on the Official Jabatan Imigresen Malaysia website using the Sistem Temujanji Online (STO), aka Online Appointment Application. *website updated 2.0 version: http://sto.imi.gov.my/STO/home.php

Slots are limited and new dates are released two months in advance (ie a booking made on 30/10/21 will be for an appointment date of 30/12/2021).

New dates are released at midnight daily. I tried for a whole month before I managed to secure an appointment. To increase your chances of getting an online appointment, you will need quick typing skills or have the auto-fill function activated so you can fill in the form quickly once the appointment date is made available at midnight sharp.

For Kuala Lumpur, here are the selections you should make:

If your appointment is successful, you will receive an email confirmation. You should print out the confirmation and bring it with you on the day of your appointment.

Once you have secured your appointment, please visit this page to check the required documents for the application. Please print out and fill in the Borang Imm.55 and Borang Imm.38 before your visit. For the third item (Statutory declaration of marriage), print out, fill in the details and affix passport photos of you and your spouse, but do not sign until you are in the presence of the Commissioner for Oaths.

Other documents to prepare: Birth certificate for children (if any), marriage certificate (overseas/local),  your IC, and your spouse's passport. Make photocopies and also bring original on the application day.

On the day

Both husband and wife need to be present for the application.

The main gates open at 7.15am. If you arrive early, do park your car at the left side of the road leading to the complex and once they open, you can proceed to the car parking inside the complex.

Mask up and join the queue to get into the complex. The doors will officially open at 7.30am. Scan in using MySejahtera. If you're uncomfortable queuing, just wait for 10-15 minutes in your car and the queue would have subsided by then.

Our first stop was the Commissioner for Oaths to get our "Surat Akuan Sumpah" notarised. There are quite a few of them stationed at this complex; so the process is quick. You will be asked to sign the document in his presence, and pay RM8 for his services.

Next, proceed to Level 1 to the Immigration Pass office. Join the queue and get your documents ready along with your appointment slip for a pre-application check. The officers will check that all your documents are in order and will issue you with a number. It is important that both husband and wife is present here.

Once you have been issued a number, only your spouse would be allowed to enter the offices. You will no longer be required, so either wait in the car or go home/to work.

My husband was the first applicant of the day, so he got seen immediately. Once you have submitted your forms, wait in the waiting area until called for payment at the cashier. The cashier was opened at 9am during our visit.

Payment can only be made using credit or debit card, so make sure you have one of these. The visa will cost RM90 per year.

Once payment is made, wait to be called for passport collection. Hubby got his passport back around 9.45am. Check your visa details and you can leave. Remember to check out from MySejahtera when you leave the building.

Hope the above is useful to anyone planning to make a spouse visa renewal. If you have any questions, you can post them in the comment box below and I will try to answer them if I can.

If your spouse visa has not expired, you can also check out how to apply online via ePLSI (step-by-step instructions).
