Hi guys! We recently converted Hubby's foreign (British) driving license to a Malaysian driving license, so here is a rundown of the whole process. Hopefully this will be of help to you too!
Before your first visit to JPJ
a. Firstly, call JPJ Wangsa Maju (03-4145 0800) and enquire about the documents required to convert your foreign driving license to a Malaysian driving license. The information below is based on an application to convert a British driving license (applicant has a Malaysian spouse visa).
b. Here are the documents you need to bring:
1. Original passport + photocopy of all printed pages
2. Passport photo on a white background
3. Your foreign driving license + a photocopy of both front and back of the driving license
4. Letter from embassy certifying that your driving license is from that country. (Note: for British driving license, you will need to call the DVLA in UK to get a Certificate of Entitlement (D737), which they can send to your Malaysian home address. It will take about 6 weeks to arrive from UK. Please ensure that you bring both the original Certificate of Entitlement and the form D889 attached to the certificate)
5. Visa / photocopy of valid visa blown up to A4 size. (Note: please ensure that your visa has at least 6 months validity)
6. Malaysian Marriage Certificate (since we are applying based on a Social Visit Pass, we need to provide both the local and foreign marriage certificate. Bring both original and photocopies.
7. Original NRIC for spouse + photocopy.
Visiting JPJ office (Visit #1)
a. Once you have all the above documents, visit the JPJ Wangsa Maju office in the morning. There is plenty on-site parking there. Head over to Pintu 1, let the guard know you are applying for conversion of driving license, then queue at Counter 4 for a number. Make sure you have all the above documents ready as they will check before issuing a number.
b. Once your number is called, you will need to speak to another officer, who is in charge of double checking your documents and giving you an appointment date. You must return to JPJ on your appointment date with all the above documents as well as a completed application form (which they will give to you when you are queuing for a number; Form JPJ L1, and Lampiran B-2). We got an appointment date which was 7 weeks away.
On your appointment date (Visit #2)
a. We arrived with all the above documents and queued for a number at Pintu 1 Counter 4 at JPJ Wangsa Maju.
b. Lo and behold, when it was our turn, we were asked for another document which wasn't on the list. Fortunately, hubby had a pdf copy of it on his phone. If you're applying for a conversion based on your spouse visa, then please bring along your passport that is stated on your Malaysian marriage certificate.
c. Once you have submitted the documents, you will be asked to return in the afternoon (after 2pm) to receive an "application slip". You will be advised to check the application online after 30 days to see if it has been approved at this link.
Checking the application status (the waiting game)
a. Click this link, then select "Bukan Warganegara Malaysia". Key in your ID and submit.
b. I actually checked the status everyday and it showed "in process". However, to my surprise, it was approved in less than a month (ours was approved in 3 weeks 4 days.. woohoo!). Once approved, it will show an approve date and expiry date. You will also receive an email notification. The expiry date is the date you have to visit the JPJ office by to complete the process of conversion and collect your Malaysian driving license.
Collecting your Malaysian driving license (Visit #3)
a. Visit JPJ Wangsa Maju office along with your:
1. application slip
2. original passport
3. passport photo on white background
4. Payment of RM140 (can pay via cash or credit card)
b. Queue for a number at Pintu 1 Counter 4, and wait to be called. Once called, it's a simple 2 minute process of handing over the documents and payment. You will be given a payment slip, which you can have to hand over at the printing counter. You will receive your physical Malaysian driving license within 5 minutes.
c. You will get a Probationary Driving License which is valid for 2 years. You will need to display the P sticker on your car during this period on the top left hand corner of your car. After 2 years, you will need to return to JPJ Wangsa Maju to change it to a Competent Driving License (CDL).
Note:
1. The conversion of a foreign driving license can only be carried out at JPJ Wangsa Maju.
2. There are photocopiers at the site if you need to photocopy any documents.
